Summary The incumbent will serve is a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties as described in the target position description. The Administrative Officer has responsibility for the management and coordination of a multitude of complex programs, initiates personnel actions, supply requirements, equipment requests, and environmental management and fiscal activities of the Service. Responsibilities Duties include but not limited to: Duties include involvement in planning ADP functions and telephone needs within the Service. Incumbent is responsible for formulating and administrating policies and developing or coordinating directive material implementing these policies. Incumbent assumes the responsibility for the day- to-day Service operation, providing oversight and administration, identifying areas requiring attention and recommending course of action to the service line/service leader. He/She is required to orient/train new professional staff members to the Service and to VA procedures and policies. The incumbent is responsible for developing short and long-range plans, conducting systematic reviews and assuring documentation and reporting of Service transactions, activities, workload, etc. Serves as the principal administrative advisor and coordinator for the numerous and varied programs within the assigned service/service line Service. Incumbent supports management by serving on various committees, whose investigations and finding have an impact on fiscal aspects as well as health care delivery from this Medical center. Incumbent will provide policy development and guidance within the sections of the Service to assist the service line/service leader in performing this task. Responsible to, and works with the Chief of the assigned service/service line. He/she consults with the supervisor on the establishment of policies, procedures, objectives, and modifications. Independently, the incumbent develops, implements, interprets, and evaluates the administrative program, policies, and objectives as it pertains to the assigned service/service line Service. Keeps the assigned service/service line leader informed of progress and potential controversial matters. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday - 0800 - 4:30pm. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience as described below: Specialized Experience: GS 11 You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization to qualify for GS-11. . Examples of specialized experience would typically include, but are not limited to: Analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; conducting studies, analyzing findings and making recommendations on substantive operating programs; preparing project papers and staff reports; organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations; Performing analytical and investigative techniques to conduct staffing requirements and utilizations; identifying and analyzing issues, and developing recommendations; resolve substantive problems of effectiveness and efficiency of work operations in a program or program support setting; analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of service program operations in meeting established goals and objectives. Or Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL, M if related. GS 12 You must have one year of specialized experience equivalent to at least the next lower grade GS11 in the normal line of progression for the occupation in the organization to qualify for GS-12 Preferred Qualifications: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: (a) Exercising supervisory personnel management responsibilities, informing employees of policies, procedures, and directives of management. (b) Resolving employee complaints and escalating if needed. Initiating actions to correct performance or conduct problems. (c) Overseeing the selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. (d) Coordinating the collection of data, conducting interviews, analyzing information, and developing written report. (e) Managing master leave schedule, assuring adequate coverage for peak workloads and vacation time. Encouraging employee empowerment, and engagement in mission accomplishment. (f) Scheduling of software installation, managing, and training staff as needed. Responsibility for the acquisition of various office, Tele health supplies and equipment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, but occasional standing, walking, stooping, bending and carrying items weighing 25 pounds maybe required. Assignments may occasionally involve longer periods of standing, bending and stooping to observe and facilitate group projects or activities. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience.
