BRIEF POSITION SUMMARY The Environmental Compliance Specialist performs highly complex (senior level) environmental tasks that includes several areas of compliance. Work involves researching environmental regulations, managing low-level Clean Air Act (CAA) permits, air emission inventories and permits for Clean Water Act (CWA) activities. Responsible for conducting or contracting Condition of Property Assessments, Environmental Baseline Surveys and Phase I and II Environmental Assessments. Additional duties may include support for ational Environmental Policy Act requirements and some support for Environmental Restoration (clean-up) actions for contaminated environmental media including Poly and Per Fluorinated Compound (PFAS/PFOA etc.) contaminated soil and groundwater. The position reports directly to the Deputy Environmental Program Manager/Compliance Chief and works under limited supervision with considerable latitude for use of initiative and independent judgement while maintaining environmental compliance. WORK HOURS: Monday Friday, 8 hours a day, 40 hours a week ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES Reviews and updates environmental air and water plans based on federal, state and/or local regulations. Provides technical support for planning and installation of control measures and training field personnel. Coordinates environmental assessments, monitoring and mitigation of air emission inventories and permits primarily in PBR permits. Reviews applications and conducts technical reviews of documents, permits and licenses to ensure compliance with applicable environmental regulations. Coordinates, tracks, monitors and pays required permits. Conducts document reviews and inspections for conditions of properties, field surveys, assessments, or investigations for compliance with applicable environmental rules, regulations, policies, and procedures. Reviews, evaluates, monitors, or approves contractor/consultant project work. Evaluates the potential impact of actions that affect soil erosion, air quality and water quality. Reviews and maintains automated project tracking system. Documents inspections, audits, and violations with reports, photographs, exhibits, or samples. Represents the agency serving on internal and external committees and task groups. Prepares documents and accounts for environmental compliance audits, specifically for CAA and CWA issues. Provides technical support and reviews of environmental cleanup projects. Attends work regularly and observes approved work hours in accordance with agency state employee policies procedures handbook. May be required to perform duty in support of national emergencies, disasters, and other missions, to include on holidays and weekends. Performs related environmental work as assigned. Qualifications: MINIMUM QUALIFICATIONS EDUCATION: Graduation from an accredited four-year college/university or accredited two-year college with major coursework in environmental sciences, environmental engineering, or public health is required. PREFERRED EDUCATION: Masters degree in environmental science, Environmental Management, or related science field is preferred. SUBSTITUTION: Graduation from an accredited two-year college with major coursework in environmental sciences, environmental engineering, or public health may be substituted for the education requirement. Additional years of experience in environmental compliance may be substituted for the education requirement on a year-per-year basis up to four years. EXPERIENCE Three years of experience in conducting environmental assessments, investigating sites and coordinating laboratory sample and analysis is required. Experience using Microsoft Office (such as Outlook, Word, or Excel) is required. PREFERRED EXPERIENCE: Experience with either Spill Prevention Control and Countermeasure (SPCC) Plan
