Description of Work

Employee in the position will function as a technician in the Traffic Services Department conducting independent, moderate to complex investigations/inspection work for operations and facilities overseen by the Division 12 Traffic Services Unit to assure compliance with the Manual on Uniform Traffic Control Devices (MUTCD), NCDOT Standards and Specifications and contract agreements. The employee in this position will be conducting data collection activities for Traffic Services – traffic counts, available sight distances, asset inventories, inventory condition surveys, etc. The employee in this position will need to be familiar with Microsoft Office products. Other computer software/programs that will be used extensively include: TEAAS, GIS, SAP, and potentially others. The position will be responsible for traffic ordinances, traffic engineering investigations – including signing and pavement markings, and serving as LOGO/TODS Coordinator for Division 12 (survey and contract duties). The position will also assist in preparing and administering various purchase order contracts and function as a project inspector conducting independent moderate to complex inspection or survey work for signing and pavement marking installations to ensure project construction is in compliance with contract agreements, plans, standards and specifications. This position responds to the concerns of citizens and other governmental departments in a timely manner.

Inspectors are required to complete daily dairies, sample cards, material received forms, and monthly estimates. Work involves decision making and use of judgment in the discipline of Traffic Engineering. Employee is expected to work independently with minimal supervision. This position requires a working knowledge and understanding of NCDOT concepts, practices, and theories used in the construction and maintenance of roadway facilities with limited supervision. The successful Applicant must possess a thorough understanding of the Manual on Uniform Traffic Control Devices (MUTCD) and the Department's Standards and Specifications as they relate to these assets. This position requires the ability to document findings and to take corrective actions. This position requires the ability to clearly and concisely convey information orally, or in writing, to individuals and/or groups and to listen and respond appropriately to others. Must have the ability to evaluate and apply engineering judgment to plan interpretation and other traffic related requests; establish positive lines of communication between technicians, engineers, and contractors. Knowledge, Skills and Abilities / Competencies

Additional Expectations:

Experience in conducting routine inspections for compliance involving purchase order contracts. Employee is expected to program, deploy, and download electronic traffic data collectors. Employee is expected to communicate with contractors, the general public, and other government agencies. Employee may be subject to outside environmental conditions, noise, and hazards from vehicles and construction machinery. Employee may be required to work at any time, including nights, weekends, and holidays. Employee may be assigned other work and responsibilities as necessary to support the goals and objectives of the unit. The employee is required to be able to safely operate a motor vehicle. Safety Toe Shoes are needed.

Minimum Education and Experience Requirements

Associate’s degree in Civil Engineering Technology, Survey Technology or assigned discipline from an appropriately accredited institution and three (3) years of progressive technician level experience; or an equivalent combination of education and experience.
