SouthWest Transit is an award-winning public transit agency serving the core areas of Chaska, Chanhassen, and Eden Prairie. We currently offer express bus service to and from Downtown Minneapolis, the University of Minnesota, and Normandale Community College as well as daily on-demand micro-transit service in our core service area as well as adjacent cities in Carver, Scott, and Hennepin counties. In addition to our regular services, we also offer seasonal services including the Minnesota State Fair, Twins Express, Vikings Express, Gophers Express, select concerts, and more. The Manager of People and Culture is a key member of the management team whose core mission is to align people resources with the organizational mission and vision, develop a strong mission-based culture, and align HR practices with SouthWest Transit s objectives. They will work with the HR and Safety team to foster a positive work environment, develop and maintain training programs, ensure workplace safety/risk management activities, and manage employee recruitment and retention. Essential Duties & Responsibilities: Cultural leadership: provide strategic leadership to help shape the organization s culture to reflect its values and mission by fostering an inclusive work environment. - Develop, maintain and implement People and Culture systems, processes, policies and infrastructure in alignment with strategic objectives. - Develop, maintain, and model a culture that is open to innovation and supports collaboration and accountability. HR strategy and planning: Develop and execute HR strategies that support the overall business strategy. - Assist the executive leadership team in building an empowering workplace through effective performance management and feedback, coaching and support. - Create, update, maintain and improve all HR related policies and procedures. - Develop and maintain an employee appraisal and performance system that aligns with SouthWest Transit s strategic goals and policies. - Utilize data and metrics to measure effectiveness and make data-driven recommendations to improve the organization. Employee Recruitment, Engagement and Retention: create and implement initiatives to create a work environment that supports employees physical and mental wellbeing. - Ensure People and Culture initiatives are engaging, innovative, and aligned with HR best practices with the goal of attracting star employees as well as retain and build the capabilities of existing staff. - Partner with the executive leadership team to implement strategies for employee engagement. - Manage the onboarding and exiting process for employees. Risk management and Safety: ensure that HR and safety practices comply with laws and regulations. - Ensure consistent compliance with all regulations - Manage employee safety programs in accordance with regulations - Lead risk management activities Training and development: Create and oversee learning and development programs that enhance employee skills, career growth, and leadership development. - Ensure that every employee has a development plan and training opportunities annually. - Collaborate with other managers and departments to develop programs to meet their needs and tap into subject matter experts to provide traini g organization-wide Leadership: Responsible for managing the human resources and risk management staff
