    POSITION DESCRIPTION:

    Supervises employees spending majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work and activities, including material testing, testing for product approval, National Transportation Product Evaluation Program (NTPEP) evaluations, and materials acceptance program. Assures the Chemical Laboratory operations meet the requirements of governing documents and strategic goals. Formulates work plans for Chemical laboratory projects. Manages laboratory and field operations, personnel and other resources ensuring

    the work is properly performed in a timely manner. Evaluates subordinates in accordance with Department rules, policies, and procedures. Trains and mentors subordinates in support of the Departments Mission and Vision. Recommends and executes supervisory functions and provides direction.

    Manages the Chemical Program ensuring that all contract documents are maintained and up to date with respect to Department needs. Initiates research to identify alternative and renewable resources for roadway construction materials. Identifies and evaluates new materials for roadway suitability. Works with National committees such as American Society of Testing Materials (ASTM), NTPEP, American Association of State Highway Transportation Officials (AASHTO), and other to address Florida Department of Transportation (FDOT) needs in national standards.

    Ensures that all test methods are up to date and reflect the most accurate and efficient technologies. Stays current and incorporates new technologies into Florida and National test methods as needed.

    Evaluates test results and prepares technical reports. Assures testing data is accurate and available in the Department’s database and meets International Organization for Standardization (ISO), The AASHTO Materials Reference Laboratory (AMRL) and Cement Concrete Reference Lab (CCRL) quality expectations. Performs analyses of data and examines process control charts. Develops trends, identifies potential problems, and proposes improvement opportunities.

    Monitors, evaluates, and implements processes for changes and improvements, new products, and new technologies enhancing the usefulness of the Chemical Laboratory to the Department.

    Manages research and forensic activities related to acceptance of construction materials, manufactured products, traffic control materials, and recyclables. Prepares technical reports documenting the evaluations.

    KNOWLEDGE, SKILLS AND ABILITIES:

    Ability to successfully practice teamwork, leadership, and communication principles. Skill in developing project schedules with accurate time estimates and executing multiple projects simultaneously with timely completion of project deliverables. Ability to analyze engineering and technical data and derive logical conclusions. Knowledge of Business Systems related to laboratory management. Ability to apply concepts of analytical chemistry and science, Engineering Principles, Engineering Materials, Statistics, and Mathematics. Ability to evaluate test equipment and procedures for compliance with specifications. Ability to supervise.

    OTHER JOB RELATED REQUIREMENTS:

    Travel as required. NOTE: The incumbent of this position is required to handle hazardous materials possessing the characteristics of ignitibility, corrosivity, and toxicity as defined in the Code of Federal Regulations 40, Part 261. The incumbent must be trained in the handling of the aforementioned hazardous materials prior to commencing work or he/she must work only under the direct control of a supervisor who is trained in the handling of such materials.
