As a Management and Program Analyst, at the full performance level you will perform the following duties: Serving as a certified Contracting Officer's Representative for requirements in assisting with the development of statements of work, construct independent government cost estimates, review contract schedules and work plans, perform quality control on contractor work, and review and process contractor invoices; Monitoring activity throughout the life cycle of the contract, drawing upon expertise to create a complete modification package, which includes the routing of documents through other ICE programs prior to submitting to a Contracting Officer; Preparing and reviewing technical specifications pertaining to all aspects of the product or service being procured and researches the best acquisition approach; and Developing and analyze key performance indicators, opportunities for improvement, best practices, and solicit feedback regarding contractor performance for inclusion in the Contractor Performance Assessment Report. You qualify for the GS-12 grade level if you possess one of the following: Experience: One (1) year of specialized experience at the GS-11 grade level or equivalent performing duties such as: Assisting in implementing, coordinating, and overseeing a variety of management programs; Assisting in the development, implementation and monitoring of management information systems that focus on the program goals; and Recommending policies, issuances and directives, to include oversight and coordination of identification, analysis and issuance of policies with managers and officials of the agency.
