Louisville Metro Government Environmental Health Supervisor in Louisville, Kentucky

Summary Objective

The purpose of this position is to supervise environmental health enforcement activities and inspections of public and private facilities to assure compliance with environmental, health and sanitary regulations.
This class works independently, under limited supervision, reporting major activities through periodic meetings.


Examples of Duties


ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.

Assists in planning, developing and implementing policies, procedures and programs.

Supervises inspections and investigations to enforce environmental health and sanitary laws and regulations.

Assigns inspections and enforcement cases based on citizen complaints, and reviews daily reports.

Conducts field visits to investigate and resolve problems, and to train subordinates in inspection and investigative techniques and procedures.

Discusses inspections and enforcement cases with the public and business officials to resolve environmental and sanitary cited violations and problems.

Mediates settlements on cases when voluntary compliance has not been achieved.

Represents the department to community groups and other governmental agencies to provide information and answer questions concerning public health environmental and sanitary programs and services.

Testifies in court and at public hearings to explain public health environmental and sanitary rules and procedures.

Prepares correspondence, submits reports on activities, and maintains records and files.

Performs related work as assigned.

JUUL PROGRAM

Creates “Underage Buyer” protocols and standard operating guidelines.

Manages contractor(s) for licensing application and Tobacco Retail Sales dashboard.

Hires “Underage Buyer” personnel.

Manages enforcement of Smoke-Free ordinance and Tobacco Retail Sales program.


Minimum Requirements


MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Bachelor’s Degree in Biological Science, Community Health, Environmental Health Science or related discipline.

Three (3) years of environmental health or sanitary inspections or enforcement experience or an equivalent combination of education, training and experience.

OTHER MINIMUM REQUIREMENTS

Must provide one's own source of transportation.

Must be on 24-hour call.

Must wear safety equipment as mandated by OSHA.

Must be certified as a Registered Environmental Health Specialist or Sanitarian in the State of Kentucky within six months of employment.

HAZARDOUS MATERIALS RESPONSE TEAM

Must be vaccinated for hepatitis B, have provided evidence of immunity, or have signed a declination form within ten days of initial assignment.

Must pass an annual medical examination as mandated by OSHA.

Must possess and maintain a valid state driver’s license with an acceptable driving history.

PHYSICAL DEMANDS

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

UNAVOIDABLE HAZARDS (WORK ENVIRONMENT)

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.
