This vacancy is located in the Monroe Region and will be filled in Monroe, LA in the Ouachita Parish Economic Stability office.

This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments. Also, it may be filled as a detail and promoted within 12 months.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus four years of professional level economic stability social services experience.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Graduate training with eighteen semester hours in one or any combination of the following fields will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience: counseling; social work; psychology; economics; business, public, or health administration.

A master's degree in the above fields will substitute for one year of the required experience.

A Juris Doctorate will substitute for one year of the required experience.

Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience.

A Ph.D. in the above fields will substitute for two years of the required experience.

Specialized degrees will substitute for a maximum of two years of the required experience.

NOTE:

Any college hours or degree must be from an accredited college or university.

Job Concepts

FUNCTION OF WORK:

To manage programmatic research, analysis, policy management and/or programmatic support activities related to social services programs designed to assist families with needs such as food, cash, or child care.

OR

To manage the operations of DCFS Economic Stability programs within a geographic region or other defined area within the Department of Children and Family Services. Economic Stability programs are designed to assist families with food, cash, or child care.

LEVEL OF WORK:

Manager.

SUPERVISION RECEIVED:

Broad from an Economic Manager 2 or other higher level personnel.

SUPERVISION EXERCISED:

Direct over Economic Stability Supervisors and/or Economic Stability Consultants; comparable positions may be considered.

LOCATION OF WORK:

Department of Children and Family Services.

JOB DISTINCTIONS:

Differs from Economic Stability Supervisor by the presence of managerial responsibility for an assigned program area.

Differs from Economic Stability Manager 2 by the absence of responsibility for managing moderately-sized social service programs.

Examples of Work

PROGRAM MANAGER FUNCTION

Oversees the development of policies, procedures, Economic Stability manuals, and Federally-required state plans.

Evaluates and comments on federal regulations by determining their impact upon present program functions and responding in writing.

Participates in audits of assigned Economic Stablility programs by State and Federal agencies.

Identifies systems needs to support program policies.

Participates in the drafting of legislation related to Economic Stability programs.

Represents the Director, in his/her absence or as directed, at meetings, conferences, etc. as necessary.

Assists in budget preparation.

OPERATIONS MANAGER FUNCTION

Plans, directs and ensures proper implementation of all Economic Stability programs within the assigned geographic area.

Develops and implements corrective action plans to ensure compliance with agency policies, procedures and professional practices and standards.

Identifies client needs and engages with DCFS regional community specialists, community agencies and groups to develop resources that are community based and meet the needs of the children and families served by Economic Stability programs.
