BASIC FUNCTION

Reporting to the Deputy City Administrator for Community Development, the Recreation

Manager develops, implements, monitors, evaluates and supervises assigned sports, aquatics,

recreation program areas, and youth centers. The Recreation Manager is responsible for

supervising staff, facilities, programs, services, and activities to maximize service delivery to the

community. Requires the use of independence, initiative, and discretion. Responsible for

strategic planning and management of all recreation programs and facility operations.

Manages and administers the Citys recreation programs to include sports, aquatics,

classes and workshop programs, and related facilities within established departmental

policies and considering budgetary and staff resources and community needs.

Plan sports-specific programming from start to finish according to requirements, target

audience and objectives. Coordinate all phases of activities from initial development

through implementation and beyond including managing budgetary items, personnel,

etc.

Prepares budget estimates and justifications for all recreation programs, services and

facilities.

Supervises, manages, and trains staff engaged in the development and implementation

of recreation programs.

Prepare and provide for the maintenance of a variety of records and reports related to

projects, budgets, safety, and performance evaluations; prepare reports,

correspondence, and recommendations for City of Moscow operations, the City Council,

and private and public sector agencies.

Communicate with community recreation leaders and boards to resolve problems,

coordinate activities, exchange information and provide expertise; develop and

coordinate communication and activities with organizations, public agencies, school

district, and University entities in order to facilitate community facility usage, sporting

events and activities.

Acts as liaison with civic organizations and other community groups to promote interest

and participation by the public in the Citys sports, aquatics and recreation programs;

responds to public inquiries, and investigates and resolves problems related to services.

Coordinates with other departments and divisions in the implementation recreation

programs.

Manages and directs outdoor field operations, reservations and directs outside interest

groups in field reservation guidelines.

Works in conjunction with park and facility maintenance personnel who manage

maintenance of recreation facilities.

Prepares, or directs the preparation of, publicity releases for promotion and presents to

interested groups regarding recreation matters.

Makes recommendations to management regarding improvements to existing

r ecreation facilities or for the development of new facilities to meet community needs.

Acts as liaison to public regarding recreation programs and facilities.

Plans, develops, and manages budgets for assigned programs; requisition and purchase

needed supplies and equipment. Closely monitor balance between program and

activity expenses compared to revenues generated. Produce and maintain detailed

reports on program expenditures.

Exercise good judgement in all matters including maintaining confidentiality as

appropriate in all responsibilities and tasks.

Supervise and evaluate the performance of assigned staff; plan, coordinate and arrange

for appropriate training of assigned personnel.
