Naval Sea Systems Command SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST / MANAGER in Panama City Naval Surface Warfare Center, Florida

Summary You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST / MANAGER in the Comptroller Department, Accounting Division of NAVSURFWARFCTR PANAMA CITY DIVISION. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14. The full performance level of NT-06 pay band encompasses positions equivalent to the GS-14 and GS-15. Responsibilities You will perform accounting related task management and oversight that requires application of accounting theories, concepts, principles, and standards in a Navy Working Capital Fund environment. You will develop, direct, and implement Naval Surface Warfare Center Panama City Division’s (NSWC PCD) operating policies and standard operating procedures for accounting. You will provide leadership and supervision to leads and employees within the Accounting Division as well as manage the organization and administrative procedures for managing resources relating to accounting. You will apply analytical and evaluative methods and techniques to make policy decisions and develop procedures for promoting flexibility, efficiency, and economy in day-to-day operations of the Accounting Division. You will perform Navy Working Capital Fund accounting processes utilizing the Navy Enterprise Resources Planning (ERP). You will apply professional concepts and methodologies to plan and carry out assignments, direct other personnel, resolve conflicts that arise, and coordinate with system support personnel and others as necessary. You will interpret policy and regulatory requirements and the ability to make sound interpretations, judgments, and recommendations to the Deputy Comptroller, Comptroller, and other senior leaders within the organization in order to resolve issues. Requirements Conditions of Employment Qualifications NT-06: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-05 (GS-13/14 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional accountant analyzing and interpreting accounting data, systems, and policies to make policy decisions or develop accounting procedures for an organization. NT-05: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional accountant analyzing accounting or financial systems to identify and resolve a variety of accounting problems for an organization. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual. Applicants must possess: 0510: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. The 24 hours may include up to 6 hours of credit in business law. OR, Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. The NT-06 pay band encompasses positions equivalent to the GS-14/15 Salary Ranges: NT-06: $124,531 - $190,424 NT-05: $105,383 - $161,889 Multiple selections may be made from this announcement to serve consecutive temporary promotions not to exceed 4 months.
