Job Description Summary

 

 

This position works under the general direction of the General Counsel and is assigned five primary areas of responsibility: (1) Title IX coordination, (2) labor and employee relations and EEO matters, (3) public records, (4) policy development, and (5) contract review.

 

Title IX and EEO responsibilities include serving as the institution's designated Title IX Coordinator, overseeing the University's compliance with Title IX of the Education Amendments of 1972 and other discrimination laws; recruiting, training, and monitoring the work of part-time, volunteer Deputy Title IX Coordinators; overseeing the team of investigators, hearing officers and advisors for allegations of misconduct, specifically sexual misconduct, gender-based discrimination, harassment, intimate partner violence, and stalking, that are brought by students, faculty, and staff; providing or facilitating training, informational sessions, consultation and technical assistance on Title IX for students, faculty, and staff; remaining abreast of changes in the regulatory environment; recommending and drafting policy and procedure changes; responding to complaints with outside federal and state agencies on matters of alleged discrimination.

 

Labor and Employee Relations responsibilities include, with respect to the University's two non-faculty unions: Establishing and maintaining effective labor-management relations subject to management guidance and approval; representing the administration in collective bargaining by serving as a lead negotiator; providing assistance with interpretations of collective bargaining agreement (CBA) provisions as required; and assuring the effective administration of the various CBAs through ongoing educational guidance and support to those charged with direct supervision of operating units; providing assistance to the president and other University officials via an established process for the adoption of memoranda of understanding (MOUs); processing union grievances, including presentation of cases at arbitration as necessary; responding to allegations of unfair labor practices filed with outside state agencies.

Public records responsibilities include gaining and maintaining familiarity with Ohio's Public Records Act; receiving and acknowledging public records requests; working with records custodians to compile potentially responsive records; reviewing records for exemptions and material needing redaction in whole or part; producing responsive, non-exempt records to requester within a reasonable period of time; maintaining annual log of requests and responses; working with outside auditor on compliance issues; training staff on their responsibilities with respect to public records.

Policy development responsibilities involve working with General Counsel to monitor policies and procedures that require renewal, rescission, or revision; ensuring that policies and procedures are compatible with state and federal law, and with collective bargaining agreements; drafting and editing policies and procedures in preparation for final approval; maintaining and coordinating the renewal and scheduled reviews of policies, procedures, and administrative guidelines.

Contract duties include familiarizing self with required and prohibited provisions of contracts for state universities; reviewing and revising draft contracts for compliance with state and federal law, upon request from Director of Procurement; providing training as necessary.
