The primary purpose of this position, TRAINING INSTRUCTOR, GS-1712-9 potential GS-1712-11, is to provide a qualified specialist to participate in the development of course curriculum and materials and to conduct classroom training and instruction on sheet metal operations, structural assemblies, and repairs of aircraft and/or structural assemblies. Responsibilities Conduct classroom, laboratory or field instruction of highly technical engineering requirements of advanced structural repair to ensure a complete understanding of specific methods, materials, and processes for fabrication and assembly. As an instructor and subject matter expert, maintain, update, or develop self-contained training materials (courses, aids, methods, training plans, etc.) specific to assigned courses. Accomplish special projects related to specialty area. Develop/maintain professional relationships. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the Training Instruction Series, 1712. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITIONS: This position is a developmental GS-09 Target GS-11 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-07), or equivalent in other pay systems. Creditable specialized experience includes experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; development or review of training/course materials, aids, devices, etc., and evaluation of training results; and/or work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, with major study in education or a subject area related to the position to be filled, or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed qualifying education and experience to meet total experience requirements. Specialized experience directly related to the work of the position and education in excess of one full year of graduate level education with major study in a field such as those listed above, or superior academic achievement may be used to qualify applicants for the GS-9 level. GS-11 SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-09), or equivalent in other pay systems. Creditable specialized experience includes experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Addressing instructional problems that require organization, illustration, and interpretation of course material in order to reach and motivate students who may pose typical problems of communication and motivation, e.g., diverse ages, backgrounds, and levels of interest in the course; making recommendations for course modification consist with overall course material, checking for technical accuracy, and for educational adequacy; participating in task analyses for determining training requirements or in special staff studies of training and testing materials, using specific guidance on coverage, methodology, approaches, and sources to use; and/or obtaining and adapting current instructional material. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, with major study in education or a subject area related to the position to be filled, or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed qualifying education and experience to meet total experience requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of service-based programs and objectives, processes involved in military and civilian training programs, and/or processes relating to training programs in parallel business and industry organizations. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, and training resources, as well as the principles, techniques, and objectives of test and measurement. Knowledge of instructional design and materials development for assigned courses. Skill in developing course materials and presenting formal and informal courses and briefings Ability to gather, develop, and analyze a variety of data and to make recommendations based on analysis. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
