Responsibilities:
Lead at lead of subject matter experts who lead incident investigations across G&P. This will also include serving as lead investigator for specific incidents and ensuring the incident investigation process is facilitated appropriately for all other incidents with investigation teams, local investigations, and learning teams.
Lead and coordinate field and process personnel to gather facts from incidents and generate TapRooT® investigation reports to determine causal factors and root causes of incidents. With stakeholder input, formulate recommendations for improvement and present findings to management and senior leadership.
Collaborate with facility/local leadership on local investigations and monitor the progress of incident investigation teams to ensure timely completion of investigations.
Develop and conduct appropriate training for identified incident investigators.
Mentor investigators and teams on proper investigation techniques and processes.
Ensure the workflow of incidents to ensure incidents and recommendations are entered into appropriate systems such as Intelex, and applicable dashboards, for proper recommendation management.
Monitor incident reports to ensure that trends are identified, and recommendations are created to mitigate potential future incidents. Work with incident report submitters and approvers to clarify scope and ensure understanding of the incident reports and to ensure timely reporting and recommendation submittal.
Participate in industry trade organizations and communities of practice to ensure industry sharing and learning from incidents. Gather information from industry bulletins, enforcement actions and intercompany investigations/notifications.
Support continual process improvement for incident reporting, investigating, and learning processes and procedures to meet regulatory changes and progress and continuously learning and improving organizational culture.
As a process safety manager, you will also support, at times, programmatic and day-to-day PSM processes and activities such as the following:
Provides guidance and leadership in the development, implementation, and execution of OSHA Process Safety Management/ EPA Risk Management Plan programs to ensure compliance, reduction and elimination of hazardous events, and promotes a strong process safety culture. Supports operations to deliver process safety performance goals for both PSM and non-PSM sites as applicable.
Develops and tracks process safety goals and budget. Tracks and reports key leading and lagging metrics to drive continuous improvement opportunities, and to drive timely closure of process safety recommendations.
Owns the implementation of some process safety elements and programs, which may include Management of Change (MOC), Management of Organizational Change (MOOC), Pre-Startup Safety Review (PSSR), Process Hazard Analysis/ Review (PHA/PHR), Layers of Protection Analysis (LOPA), facility siting, Incident Investigations, Compliance Audits, and process safety risk calibration.
Develops and supports training of process safety topics such as PSM 101, Management of Change (MOC) and Incident Investigation Methodologies, Human and Organizations Performance (HOP) and Intelex.
Ensures the appropriate investigation classification and methodology are completed and documented in the incident management system for process safety related incidents. Reviews release calculations for loss of primary containment (LOPC) incidents. Ensures communication of incident learnings.
Coordinates audits including PSM/RMP compliance audits, process safety collaborative audits and self-audits. Supports regulatory inspections as well as additional audits like Insurance surveys, DOT audits, Process Safety Site Assessments (PSSAP), Operations Excellence Management System (OEMS) audits and collaborative safety and environmental audits.
Leads a team of process safety professionals to fulfill process safety objectives. Provides coaching, mentoring and professional development guidance to process safety personnel on performance excellence and career progression.
Minimum Qualifications:
Bachelor’s degree in Engineering (Chemical, Mechanical, Civil, Petroleum or related) or HES related field with at least 10 years of relevant years of experience (Education must be obtained/completed prior to start date)
Strong understanding of relevant regulations, RAGAGEP, and industry standards.
Ability to identify risk and implement mitigations based on knowledge of the business.
Minimum 5 years engineering field/ refining/ midstream required in areas such as operations, maintenance, engineering, technical services, or environment and safety
Travel Expected: Up to 50-75%Driver's License Required: Yes
Location: Canonsburg, Denver, San Antonio, or Tulsa offices preferred, other G&P/MPLX locations will be considered
