Minnesota Housing is hiring! We’re a mission-focused financial institution looking for a Business Systems Program Analyst who will work with program staff to document program requirements related to how those programs will operate within the various business applications supported in the Single Family division and to evaluate and mitigate the impacts of any changes to one program across all programs to avoid unintended consequences, to collaborate with system users, configuration specialists and IT on the recommended configuration output to ensure the programs will be effectively supported by the system upon implementation and to further partner with IT staff so that downstream systems are also updated to account for any changes as needed.

Essential Job Duties

  • Ensure the systems/applications used in Single Family meet the needs of the end Users. With specialized knowledge on systems and process as well as considerable knowledge of departmental policies, procedures, programs, and business goals, lead internal customers through business requirements gathering sessions to ensure projects and program change requests (CRs) are fully vetted and documented as they relate to the business applications in which those programs reside.

  • Analyze complex new programs and recommended changes to existing programs. Provide technical expertise and recommend system solutions that meet the needs of users. Prepare and conduct presentations on proposed system configuration solutions providing management with information necessary to make decisions for long range organizational or systems planning, specifically in the critical areas of systems analysis, design, and work/information flow. Support the programs teams and project manager through all phases of the project. Effectively manage unexpected changes and ensure project objectives are delivered.

  • Review and/or create business process workflows related to how the program will work within the business application(s). Independently drive continual improvement efforts. Proactively gather feedback from program staff and external Users regarding current business system performance and needs.

  • Participate in Business Technology Support (BTS) also known as IT, system requirements review as needed, bringing in business program SME's, to ensure BTS requirements are evaluated, understood and the solutions proposed / delivered meet the needs of the business and work with the proposed Business Systems and Process Support (BSPS) configuration. Collaborate with the configuration team to ensure business requirements include sufficient program and process information to accurately configure systems and there is alignment between the program needs and the technical solution.

  • Move between applications, supporting multiple projects based on changing priorities.

  • Train and provide mentorship for help desk team members, answer questions and provide guidance and leadership on unique, complex situations.

  • Communicate with project managers, program teams and stakeholders throughout the process.

  • Perform other duties as assigned.

Minimum Qualifications

  • Two (2) years of experience writing Business Requirements, demonstrating the ability to understand business goals, analyze complex programs, document requirements, identify problems, and design systems and processes to meet business needs.

  • A bachelor’s degree in Information Technology, Business Information Systems, or Management Information Systems. Alternatively, a relevant Business Analysis certification (Ex. Certified Business Analysis Professional (CBAP) or Professional in Business Analysis (PBA)) may substitute for one (1) year of experience.

  • A minimum experience in Two (2) years in the single-family residential mortgage industry.

  • Strong critical-thinking, analytical, research, and problem-solving skills, with experience working both independently and collaboratively in a leadership or work-lead role.

  • Proven experience communicating effectively in verbal and written formats across various mediums (in-person, virtual meetings via Teams/Zoom, phone, and email). Ability to manage relationships with diverse stakeholders, convey technical information to non-technical audiences, and collaborate with cross-functional teams.

  • Demonstrated ability to comprehend and communicate complex information clearly and concisely.

  • Strong cross-cultural communication and interaction skills, with an awareness of diverse perspectives and the ability to engage effectively across different cultural backgrounds.

Preferred Qualifications

  • Bachelor’s degree in a relevant field such as Information Technology, Business Information Systems or Management Information Systems.

  • 5 years mortgage lending experience in Program development or Business Systems Administration/support.

  • 5 years’ experience writing Business Requirements.

  • Relevant Business Analysis certifications such as Certified Business Analysis Professional (CBAP) / Professional in Business Analysis (PBA) or other industry recognized applicable certification.

  • Experience as a Business Operations Project Manager.

Physical Requirements
