Summary The Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information technology (IT) solutions and leadership to advance DOL's mission. This position, located in the Directorate of Administration Business Management and Governance (ABMG), will serve as the Branch Chief of IT Administration. This position is outside the bargaining unit. Responsibilities The selectee will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. The selectee will report to an assigned DOL office location on a regular basis and is eligible for participation in telework as determined by management in accordance with DOL policy. Major duties include but are not limited to: Leads and supervises a team of administrative support specialists, providing clear direction, setting performance expectations, and fostering a collaborative and high-performance work environment. Monitors progress toward goals, track key performance indicators (KPIs), and adjusts strategies and tactics as necessary to ensure alignment with organizational objectives. Oversees the planning, execution, and completion of projects and initiatives undertaken by the management analyst team. Monitors and manages the allocation of physical office space, meeting rooms, and workstations to optimize resource utilization. This involves allocating spaces based on staff requirements, job roles, and project needs. Develops and maintains process documentation, including standard operating procedures (SOPs) and process maps, to ensure clarity and consistency in operations. Develops and manages a comprehensive new employee orientation program tailored to the specific needs of the IT organization, ensuring alignment with organizational goals, culture, and regulatory requirements. Serves as the OCIO FOIA Specialist responsible for managing and overseeing all aspects of FOIA requests and compliance within the organization. Collaborates with Asset and Configuration Management Division to assist in the facilitation of laptops and cell phones according to organizational needs. Responsible for overseeing all aspects of supply purchasing, inventory management, and control procedures. Develops and manages team's budget, ensuring prudent allocation of funds to support team operations, training, and initiatives. Monitors expenditures, analyze budget variances, and make informed decisions to optimize resource utilization and cost-efficiency. Communicates regularly with OCIO management concerning safety and workplace injuries. Develops and communicates a clear vision for the team's role in achieving the organization's mission, and creates actionable plans to accomplish these objectives. Collaborates with IT leadership to create a culture of innovation and encourage employees to proactively identify and report process improvement opportunities. Collaborates with upper management and stakeholders to define the team's objectives, priorities, and strategic goals within the larger organizational context. Requirements Conditions of Employment Qualifications You must meet the Specialized Experience to qualify for Supervisory Management Analyst (Administration Branch Chief), as described below. For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Examples of specialized experience include: Experience providing leadership and direction to staff regarding Administration, Policies, and Procedures. Experience planning, organizing, and finalizing administrative assignments to implement administrative policies used nation-wide. Experience ensuring effective organization, planning, and communication with internal resources and external business partners. Section 2638.103 of Title 5 of the CFR states: Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements. Supervisory Financial Disclosure: This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL. This information will be required annually.
