HR Services’ focus is individual employee performance. We facilitate performance management through training and development, coaching and counseling, formal disciplinary action and dismissal, the NCVIP performance management process, and non-disciplinary performance improvement through the employee assistance program. We also administer the internal grievance process for NCDOT employees. Our objective is to support and empower optimal employee performance and to address performance deficiencies in a fair, effective, legally defensible manner. We accomplish this with our performance management administrator, our Employee Relations Manager and nine employee relations representatives who are positioned statewide, and our mediation and hearings coordinator.

This Employee Relations (ER) Manager position is responsible for managing, developing, implementing and coordinating the policies and programs specific to the ER function. This position administers the following programs/policies:

  • Disciplinary Actions

  • Employee Grievances and Hearings

  • Employee Assistance Program; and

  • Workplace Violence Investigations

This position reports directly to the Assistant Human Resources Director for HR Services.

Knowledge, Skills and Abilities / Competencies

  • Working knowledge of employee relations, human resources, and management principles, practices, and procedures.

  • Experience interpreting State and Federal employee relations laws, regulations, and other policies

  • Experience communicating effectively and professionally verbally and in writing with people of various educational, vocational, and cultural backgrounds.

  • Demonstrated ability to plan, prioritize, and manage the work of direct reports.

  • Demonstrated ability to think analytically, exercise judgment, and maintain discretion in the application and development of ER policies, procedures and programs.

Minimum Education and Experience Requirements

Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution and at least 5 years of experience in human resources, including 2 years of experience in an HR leadership position; or equivalent combination of education and experience.
