    The City of West Sacramento is seeking a dynamic and experienced Information Technology Manager to lead our Information Technology Division at the City of West Sacramento. This leadership position offers an exceptional opportunity to drive technological innovation and oversee critical IT infrastructure for our growing city.

    The IT Division Manager will be responsible for strategic planning and management of the city's comprehensive IT operations, including:

  • Process development and optimization

  • Software implementation and maintenance

  • Geographic Information Systems (GIS) oversight

  • Hardware infrastructure management

  • Data management and security protocols

  • Network architecture and administration

  • Database and software design initiatives

  • Systems administration and technical operations

    The ideal candidate will possess strong leadership abilities, excellent communication skills, and a proven track record of managing complex IT operations in a municipal or similar environment. They should demonstrate expertise in strategic planning, team management, and the ability to align technology initiatives with organizational goals.

    DEFINITION: The Information Technology Manager develops, organizes and implements programs and equipment related to all phases of the city's information technology and communications systems; consults with users and vendors, advising and making recommendations on applications and acquisitions; provides supervision of information technology staff. The Information Technology Manager is an at-will position that is appointed by and sits at the pleasure of the City Manager.

SUPERVISION RECEIVED AND EXERCISED: Receives general direction from the Assistant City Manager or his/her designee. Exercises direct supervision over professional, technical and supervisory staff.

CLASS CHARACTERISTICS: This is a single, management level position. The incumbent reports to the City Manager or his/her designee and has responsibility for providing daily supervision to assigned staff.

EXAMPLES OF ESSENTIAL FUNCTIONS: (Illustrative Only): Management reserves the right to add, modify, change or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

  • Develops, implements, and monitors city-wide information technology goals, objectives, policies, standards, and procedures.

  • Prioritizes projects and service requests to include development of timetables.

  • Monitors all projects for completion.

  • Continually assesses the effectiveness of current programs, equipment and operations, and recommends and/or implements appropriate changes.

  • Oversees and implements maintenance activities.

  • Develops and provides leadership for new development of a comprehensive, long-range strategic plan for information technology.

  • Provides users with long-range solutions to complex systems and technical problems.

  • Develops and implements a disaster-recovery plan.

  • Prepares programs to provide employee development and offer opportunity for growth in the information technology area.

  • Develops and monitors information technology budget and expenditures.

  • Participates in the selection, training, supervision, evaluation and discipline of division staff.

EDUCATION AND EXPERIENCE: Any combination of training and experience which would provide the required knowledge and skill. A typical way to obtain the required knowledge and skill would be:

Education: A Bachelor's Degree from an accredited college or university with major coursework in information technology or related field.

Experience: Four (4) years of increasingly responsible experience in a governmental or private sector operation, including responsibility for complex and sophisticated information technology services, including two (2) years of management and supervisory responsibility.

LICENSES AND CERTIFICATES: If required to drive, possession and maintenance of a valid California driver's license.

PHYSICAL DEMANDS: Mobility to work in a standard office environment, use standard office equipment and attend off-site meetings. On an intermittent basis, sit at a desk for long periods of time; intermittently walk, stand, bend, squat, twist, and reach while performing office duties. Manual dexterity to use standard office equipment and supplies and small tools and to manipulate both single sheets of paper and large document holders (manuals, binders, etc.); vision to read handwritten and printed material and a computer screen; hearing and speech to communicate in person and by telephone; ability to lift and carry items weighing up to 25 pounds such as files, manuals, or small tools and equipment for distances up to 50 feet.

ENVIRONMENTAL ELEMENTS: Employees work in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing department guidelines, policies and procedures.

An applicant who qualifies for veterans’ preference and successfully places on an eligibility list for initial entrance into employment with the city shall be advanced one rank on the final eligibility list. Where there are five (5) or less qualified applicants, no veterans’ preference shall apply and all applicants shall be placed on the certification list forwarded to the departments for hiring consideration. The exercise of veterans’ preference shall be exhausted upon appointment to a regular position from an eligibility list.
