Cottonwood County Engineering Technician in Windom, Minnesota
JOB DEFINITION: Under general supervision, performs and assists with technical engineering work involving surveying, design and inspection of all county roads and bridges. The Engineering Technician is responsible for assisting the Engineering Department, but operates with less independence and is often in an assisting and learning mode. Duties to include, but are not limited to, performing engineering work in office; assisting in construction inspections and field surveys; conducting tests. ESSENTIAL FUNCTIONS: The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. REPRESENTATIVE DUTIES: Leads inspection in/on bituminous plants, paving construction, grading projects, gravel base, concrete construction, and bridge construction; participated in and performs, construction inspection work on projects; scales and tests concrete, gravel, and bituminous materials; performs construction inspection duties; assists the Engineering Staff in performing their duties with limited supervision. Reviews, receives, and/or executes various reports and documents, including truck weight tickets, hydraulic analysis reports, trial mix report, plat drawings, daily diaries, weekly reports, item record account, uniform load sheets, quantity tally sheets, weekly concrete reports, concrete batching report, and gradations. Operates electronic survey equipment and other technical engineering instruments to perform location, topographic, elevations, and other survey work. Operates CADD program for engineering drafting; Utilizes various machines and equipment in the delivery of service, such as computer, calculator, air tester, mechanical shakers, metal detectors, drafting equipment, hammers, shovels, and other various tools; Electronically produces and drafts, both preliminary and final plans to be used as construction guides for other professionals; prepares and maintains maps; Assists with/performs the annual bridge safety inspections and documentation within the county; Performs a variety of tasks including, but not limited to: creating plan copies; assisting general public, cleaning/maintenance of vehicles; and performing general office tasks; Approves and follows up on all Permits issued by the Public Works Department; Prepares and posts public notifications for the Public Works Department; Mentors less senior employees; Performs other duties as assigned or required and assists other departments as assigned. KNOWLEDGE, ABILITY AND SKILLS: Knowledge and experience using Microsoft Office Suite, One Office and other software such as GIS, and CADD; Skill to utilize mathematical formulas; add and subtract; multiply and divide totals; determine percentages; perform complex calculations involving variable, formulas, square roots, and polynomials; perform statistical calculations which include frequency distributions, reliability and validity of tests and interpret same, as may be appropriate; Skill to compare and/or judge the readily observable, functional, structural or composite characteristics of data, people or things; Ability to efficiently utilize time and resources available to complete tasks and meet strict deadlines; Ability to multitask between duties; Aptitude to read a variety of professional, technical and administrative documents, directions, regulations, instructions, methods and procedures; Ability to use engineering judgment to identify and solve problems; Excellent interpersonal communication skills; ability to effectively communicate with people to convey or exchange professional information; ability to interact with people (i.e. staff, general public and elected officials) beyond giving and/or receiving instruction; ability to ffectively communicate with the public in an approachable, professional manner; Ability to handle unpredictable situations in public dealings in a manner which represents Cottonwood County and the Public Works Department in a positive fashion.
